Dr. Balbin is the Founder-President of the Foundation for Social Justice (Manila) and a former Senior Commissioner of the National Amnesty Commission of the Philippines.

GOVERNMENT SERVICE

 As part of a collegial body:

a.       Proposes/undertakes review, formulation, and/or redirection of government policies and programs on rebellion, national liberation movements, banditry, and the over-all peace process itself including the recent issue of terrorism;

b.      Evaluates applications for amnesty in terms of evidence of ideological/political motivations of the alleged rebel organization and of the nature of the act or omission sought to be amnestied, and serves as member of the Commission en banc, to hear controverted cases, before appeal to Court of Appeals is made

c.       Determines the presence or absence of any disqualifying circumstance such as massacre of civilians, kidnapping for ransom, etc.

Her area of special concern is Mindanao, in South Philippines, Regions IX, XI and XII and all its islands, including Basilan, Sulu, Tawi-Tawi, with focus on post-amnesty assistance to the amnesty grantees and their families for their “rehabilitation and reintegration into civil society.” Because of her work and commitment to her assignment, she was presented with a Plaque of Commendation by the National Amnesty Commission through Chairperson Alvin Dans on June 29, 2004, thus:

“In recognition of her praiseworthy endeavors to deliver justice to the marginalized sectors of society, and her ardent devotion and commitment to the post-amnesty program of the National Amnesty Commission, promoting the regular delivery of basic social services to the Amnesty Grantees and their families, leading to the renewal of their faith in the government and directing them to the path towards a united and peaceful nation.”

  • Head, Urban Poor Affairs Office (UPAO), Office of the Mayor, Quezon City. 1993-1998

As Head of Office, initiated and/or participated in review of national and local government policies on the homeless and on squatters, and government programs set up for them under Republic Act 7279, particularly:

a.       Managed and led the UPAO and its 130 employees tasked to prevent the proliferation of squatting on either government or privately-owned land, arranged for their relocation if the land is privately-owned and the landowner does not wish to sell.

b.      Led/supervised the implementation of the city government’s programs to provide basic services of electricity and water to squatter communities, or negotiated with landowners to sell the squatted land, to allow on-site housing for the squatters using government financing schemes.

c.       Led the research and investigative work on fake title syndicates and squatting syndicates, and initiated their prosecution before the courts. (Continues to this day to serve as government resource person in the containment of squatting syndicates and fake title syndicates.)

d.      Attended congressional hearings on fake titles and syndicates, in aid of legislation.

  • Professor of Business Law, College of Business Administration, Undergraduate Program, 1967-1990. University of the Philippines

Handled courses on Philippine business laws and on the Philippine business environment, both national and international. As the Holder of the Conrado Benitez Professional Chair in Business Law. 1967 – 1990, submitted research studies, and delivered professorial lectures. Example “Commodity Futures as a Security” after extensive research of U.S. jurisprudence which was used as reference in the amendment of the Philippine Securities Act (1980). Performed other duties such as membership in the University Research Council, investigating committees representative of the college in inter-university conferences, acted as college secretary from 1968-1980

·        For the Secretary, Department of Trade and Industry, reviewed credit policies towards small and medium business, and drafted the law based thereon which provided special lending facilities for them. (1987)

·        For the House of Representatives, Congress of the Philippines, conducted structural and performance review of the House before this was drastically changed upon the declaration of martial law in 1972.

·        For the Philippine Coconut Administration, on the international marketing of the Philippine coconut in all its forms, particularly in light of competition posed by other oils, such as palm oil, sunflower seed oil, together with proposed strategies to overcome the negative world market conditions. (1970-71)

·        For the Secretary,  Department of National Defense, in the government’s take-over of “private corporations vested with public interest” after martial law was declared by Pres. Ferdinand Marcos in 1972.

·        For the Secretary, Department of Health, in the reorganization of the Bureau of Food and Drugs and the amendment of vital provisions of the Food and Drugs Act, culling from American law and jurisprudence. (1971)

  • The Foundation extends legal and para-legal services and advocacy, and operates as law office mainly for the marginalized sector.  Organizes seminars and lectures to inform and familiarize people with national and international issues. Example is Dr. Prof. Hans Koechler who became the 14th Centenary Lecturer of the Philippine Supreme Court/Philippine Judicial Academy in March, 2002, on the topic: “The UN, International Rule of Law, and Terrorism.”
  • Served as co-Chairperson-President, Alliance of Shari’ah Advocates for Peace under the ARMM organic act. 2000-2003
  • The main objective of the Alliance is the in-depth study and the early implementation of Republic Act 9054 which mandates the criminal law system under Shari’ah law in the Autonomous Region of Muslim Mindanao (ARMM).
  • Sits as Trustee-Incorporator, Sentro Para sa Ganap na Pamayanan.
  • Promotes the welfare of the indigenous peoples through training towards self-governance, and as a UNESCO-assisted group, provides special care for children and of indigenous peoples. 1991 – present
  • Served  as member, Incorporator and past Board Secretary of (a) Women for Women Foundation (Asia), and (b) Women for Women Foundation (Phil.). Composed of women in diverse business areas, for better coordination and cooperation.   • Served as General Legal Counsel and Board Secretary of the Union Bank of the Philippines1983-1986.
